Singapore and Timor-Leste have embarked on a new chapter of enhanced bilateral relations by inking a pivotal cooperation framework aimed at bolstering ties across multiple sectors, including economic development, healthcare, education, and regional affairs. This significant agreement was sealed during Singapore Prime Minister Lawrence Wong’s official visit to Dili, marking the first visit by a Singaporean prime minister to Timor-Leste. The signing ceremony, attended by Timor-Leste Prime Minister Xanana Gusmão, laid the groundwork for regular consultations between the two nations’ foreign ministries to address bilateral, regional, and international matters.
On the economic front, Singapore reiterated its role as a major investor in Timor-Leste, with companies eyeing opportunities in renewable energy and wholesale trade sectors. A key development announced by Wong is that from 2027 onwards, Timorese workers will gain eligibility for employment in selected sectors in Singapore, such as construction and marine shipyards. This initiative is poised to enhance workforce opportunities and deepen people-to-people connections between the two countries.
The framework also underscores plans to strengthen cooperation in healthcare and education. Singapore’s National University Hospital is set to collaborate with Timor-Leste’s Ministry of Health, focusing on workforce development and healthcare training. Additionally, Singapore will contribute to developing leadership training programs for educators in Timor-Leste, which is anticipated to elevate the educational landscape in the region.
In support of Timor-Leste’s integration into the Association of Southeast Asian Nations (ASEAN), Singapore pledged ongoing assistance through expanded training programs. This includes preparations for Timor-Leste’s anticipated chairmanship of ASEAN in 2029, reflecting Singapore’s commitment to fostering regional cooperation and development.
Highlighting the significance of the visit, President José Ramos-Horta honored Prime Minister Wong with the Order of Timor-Leste (Grand Collar), acknowledging Singapore’s enduring support for Timor-Leste’s developmental journey and its progress towards ASEAN membership. This gesture symbolizes the deepening of diplomatic and cooperative ties between the two nations, setting the stage for a collaborative future.
